1. Main Function of the Role
The Manager: Corporate Services is responsible for overseeing the Road Fund Administration’s (RFA) corporate communications, marketing, procurement, property, and other relevant corporate services functions. The role ensures the effective and efficient management of resources, compliance with corporate governance standards, and the alignment of all corporate services with the strategic objectives of the RFA.

2. Key Performance Areas
2.1 Resource Management (Human Capital and Budget)
- Recruit, retain, and manage staff in the Corporate Services Section in consultation with the Human Capital (HC) Section.
- Conduct performance assessments, manage grievances, and discipline staff as per policies.
- Determine training needs and ensure staff development within the section.
- Maintain the section's structure and recommend changes for efficient workflow.
- Manage the section’s budget and report on variances monthly.
2.2 Marketing and Corporate Communications
- Develop and implement strategies to address marketing, public relations, and communication deficiencies.
- Oversee the creation and timely distribution of key publications (e.g., Annual Report, Newsletters).
- Ensure the maintenance of the RFA’s corporate identity and compliance.
- Manage the RFA website, social media platforms, and stakeholder engagement activities.
2.3 Procurement
- Oversee and guide procurement projects and ensure compliance with procurement policies, procedures, and the Procurement Act.
- Develop systematic procurement management approaches to optimize cost/benefit outcomes.
- Enforce ethical and consistent procurement practices.
2.4 Asset Management / Properties
- Review and draft policies on asset and property management.
- Maintain databases and conduct regular stock takes of assets.
- Manage the RFA property portfolio, including rentals, security, maintenance, and insurance.
- Oversee the acquisition and disposal of fixed assets.
2.5 Vehicle/Fleet Management
- Review and draft policies and procedures related to fleet management.
- Develop effective controls and strategies for fleet purchase, maintenance, and disposal.
- Monitor and report on fleet operations, including tracking drivers, fuel consumption, and maintenance costs.
2.6 Corporate Governance
- Ensure compliance with all relevant legislation and corporate governance standards.
- Address internal and external audit findings in a timely manner.
2.7 Ad Hoc Duties
- Perform any other duties as requested by management.
- Develop a thorough understanding of the RFA’s policies and procedures.

3. Qualifications and Experience
Minimum Educational Qualification
- Bachelor’s Degree in Business Management, Commerce, or Communication (NQF Level 7).
Experience
- At least 10 years of working experience, with a minimum of 5 years at a supervisory level in a similar environment.
Special Requirements / Licenses
- Registration as a Public Relations Practitioner with the Public Relations Institute of Southern Africa (advantageous).
- Valid driver’s license.
