Role Responsibilities
Strategy and Policy
- Inputs in defining, reviewing and updating PEEPA's strategic plans including the consolidation and preparation of annual budgets for PEEPA.
- Communicates, cascades and drives execution of the corporate strategy within CSD.
- Contributes towards the execution of all projects and initiatives designed to build the right culture within CSD, in line with PEEPA's mandate and strategy.
- Periodically reports on progress regarding execution of PEEPA's operational plans within CSD.
- Creates and maintains a positive climate premised on the principles of quality, innovation, efficiency and productivity within CSD.
- Ensures that CSD activities comply with statutory, legal and PEEPA's internal policies and procedures.
- Leads the implementation of CSD‘s vision, and ensure that operations are in line with PEEPA‘s overall mission, vision, values, strategies and goals.
- Translate PEEPA's corporate Strategy into CSD deliverables to guide execution.
- Communicates, cascades and ensures clarity of accountability and expectations among all staff in CSD regarding the execution of PEEPA's corporate strategy.
- Supports and contributes to all efforts aimed at creating and maintaining a positive climate premised on the principles of quality, innovation, efficiency and productivity that is conducive for the achievement of PEEPA's targets.
- Monitors and evaluates performance of the Department and take appropriate action to ensure that the organisation meets its set targets.
Stakeholder Management
- Participates (or leads as assigned) in discussions with Ministry of Finance and Development for approval of Budgets and acquisition of additional funding
- Participate in relevant negotiations with key stakeholders as assigned Contributes to quarterly reports on PEEPA's performance to Government / Cabinet.
- Contributes to building and promoting the image and credibility of PEEPA through quality deliverables and interventions.
- Participates in the establishment and maintenance of professional links with Privatisation Agencies in other countries for the sake of benchmarking and knowledge sharing.
- Assists the CEO, in building rapport and maintaining relationships with all the critical stakeholders relevant to the Department.
- Participates in promotion of PEEPA's programmes in national, regional and international forums; Interacting with external stakeholders as and when required.
- Participates in any internal cross-functional and/or reference committees within and outside PEEPA as required.
Technical Leadership
- Ensures that CSD provides service in line with the set service level agreements.
- Leads the development of policies and action plans that are relevant for the conduct of CSD's mandate subject to approval by the CEO and Board.
- Drives the overall implementation of cost effective systems, rules, regulations, standards, procedures, guidelines and instruments needed to perform CSD‘s work and related activities within PEEPA.
- Oversees the development, implementation and maintenance of a comprehensive knowledge management framework for all its programs and activities.

- Ensures that all activities, projects and initiatives done by the Department are documented, archived and shared in line with PEEPA‘s knowledge management protocols and procedures.
- Facilitates capacity building and support for internal knowledge acquisition, management and sharing
- Leads and coordinate CSD's overall planning activities that include;
(a) determining priorities in line with the approved corporate strategy,
(b) preparing work plans,
(c) scheduling work and estimating resource needs, and
(d) allocating and delegating tasks whilst retaining overall accountability
- Leads, manages and maintains oversight over CSD's operations.
- Ensures availability of suitable resources for implementing CSDs' mandate.
- Analyses findings and recommendations from internal audit reports, and ensures that relevant recommendations are implemented.
- Promotes and internalises the principles of quality, innovation, efficiency and productivity in CSD's operations and cultural norms.
- Ensures that all issues and concerns of the department are channelled to the CEO through appropriate internal forums.
- Oversees the provision of cost effective office administration services
- Ensures effective budgeting, financial planning, control, management and reporting in compliance with financial regulations and globally accepted accounting standards.
- Oversees the procurement and tendering process, and ensure adherence to relevant regulations and procedures.
- Oversees the provision of effective information and knowledge management services.
- Develops and implements comprehensive policies, processes and procedures to ensure that PEEPA complies with best practices in corporate governance.
- Manages and monitors PEEPA's financial position to ensure that the organisation retains the ability to meet long term and short term financial requirements (CAPEX, OPEX, STRATEX).
- Leads the development and implementation of a comprehensive ICT strategy, policies and procedures for PEEPA.
- Ensures the provision of proper IT support to users, as well as leading the design and adoption of efficient and up to date IT platforms, applications, systems, hardware and services to enhance operational efficiency.
- Ensures optimal resource usage and high productivity/ efficiency levels within PEEPA.
- Participates in any Board Committees, internal cross-functional and/or reference committees within and outside PEEPA as assigned.
- Advises CEO all matters related to corporate services.
Staff Management
- Promotes and supports cross-functional exchanges and operations among the departments.
- Reviews performance and quality assure the work of Line-managers and senior staff in own department to ensure the achievement of agreed performance standards.
- Provides leadership, guidance, coaching and mentoring for staff within CSD in order to develop the right caliber of talent.
- Ensures that staff within CSD are recognised and rewarded for exceptional performance through the performance management system.
Financial Management
- Reviews and approves financial statements and reports to ensure timely distribution of critical information.
- Ensures the organisation's expenditures are kept within budgets.
- Ensures cost effective procurement and optimal utilisation of financial resources.
- Ensures that PEEPA develops and implements comprehensive strategies to achieve financial sustainability.
- Consolidates departmental budgets and prepare the overall annual PEEPA budget for discussion, approval and funding by Government.
- Prepares the annual corporate budgetary framework and distribute to Departmental heads for the preparation of their own budgets.
Board Support Services
- Attends board meetings regularly as assigned by CEO.
- Actions assigned board resolutions and reports progress to the CEO.
- Prepares and makes appropriate inputs into board reports for incorporation into the board pack.
- Participates in any Board sub committees as assigned by the CEO.
QUALIFICATIONS & EXPERIENCE
Qualifications
- Professional qualification (e.g. CPA, ACCA, CIMA, MBA, Masters in Finance or equivalent.) from a recognised institution or any other equivalent qualification acceptable to PEEPA.
- Additional qualifications in either lT, or business administration required.
Experience
- A minimum of 12 years' experience in corporate services, ICT, Finance, Knowledge management and administration.
- The experience must also include at least 5 years in a senior management position.
