ORGANISATIONAL RELATIONSHIP: Reports functionally to the Chief Legal Officer & Board Secretary and administratively to the Director, Corporate Management Services Department.

JOB REQUIREMENTS: A Master’s degree in Accounting, Banking, Commerce, Law, Finance, Economics, Management, Business Administration or ACCA/CIMA/CPA/ACA or other relevant disciplines and at least 6 (six) years post qualification work experience in a recognised financial institution, or professional firm of accountants/auditors or practising attorney at an increasing level of responsibility, three of which must have been at a middle management position.
OR
A Bachelor’s degree in a relevant area or ACCA/CIMA/CPA/ACA plus 8 (eight) years post degree qualification work experience.
MAIN PURPOSE OF THE JOB
To provide compliance advice in the management of legal and policy risk attendant on the Bank and develop and maintain the Bank’s compliance management framework to help maintain the Bank’s reputation for probity, integrity, and impartiality.
KEY RESULTS AREAS:
- Ensure compliance with operational frameworks and processes with laws, policies and guidelines;
- Ensure proper alignment between new legislative and compliance developments with existing legal frameworks and guidelines (both domestic and international);
- Ensure compliance of the Bank code of ethics with best practice;
- Ensure that applicable policies and procedures are observed to reinforce and promote ethical standards;
- Identify compliance and integrity risks and advise on mitigation strategies;
- Ensure timely, efficient reporting and sharing of information on AML/CFT issues with FIA; and
- Ensure compliance with external rules that are imposed upon the Bank as a whole and enforce adherence by way of strong internal system of controls set up to achieve compliance with the AML/CFT rules.
DUTIES AND RESPONSIBILITIES:
- Develops the Bank’s compliance management framework;
- Develops and maintains the regulatory universe of the Bank;
- Works closely with Bank departments to understand and anticipate needs and develop compliance solutions;
- Provides ethics and compliance advice to staff of the Bank;
- Develops and organises compliance and ethics training programmes;
- Conducts enquiries into alleged ethical and compliance related misconduct;
- Monitors general adherence to HR policies and procedures, code of ethics, and compliance related policies;
- Reviews all agreements, contracts and other formal arrangements relating to the Bank’s operational activities for compliance;
- Prepares layman’s versions of proposed legislation and regulations or amendments to existing laws governing operations and the mandate of the Bank;
- Reviews relevant domestic and international laws and regulations and recommends appropriate modifications and amendments to ensure that the Bank is compliant with such laws and regulations;
- Recommends opportunities or required changes to take advantage of best practice in ethics and compliance related developments and trends;
- Establishes compliance timetable for activities requiring review;
- Evaluates and monitors staff performance and advises the Chief Legal Officer & Board Secretary on the Unit’s staffing requirements to ensure high standards of performance and prompt achievement of Unit objectives;
- Designs and implements in-house staff development and training programmes to meet professional and technical requirements of the Unit and Department;
- Carries out staff performance evaluation and recommends promotion, discipline, and other appropriate action in accordance with Bank procedures;
- Reviews annual Unit work programme proposals for input to that of the Legal Affairs Division;
- Prepares budget submissions for the Unit;
- Co-ordinates and ensures timely and accurate preparation of monthly, quarterly and other reports;
- Designs and oversees implementation of sound and effective internal control procedures in respect of the Unit’s operating areas;
- Proactively audits compliance documents and processes to identify weaknesses; and
- Undertakes such other functions as may be directed by the Chief Legal Officer & Board Secretary, Director, Corporate Management Services Department, Deputy Governors, and Governor.
